The eye of an artist is a treacherous ally. The eye constantly seeks to white-balance the subject (that being whatever you are currently looking at), and therefore tricks us into thinking that the figure needs to be detailed all over. We must CHOOSE where the eye of the viewer will rest, and make all our efforts support this decision. Flat shadows indicate that the viewer is looking into light. Flat lights indicate that the viewer is looking into shadow.
